Many thanks. For what it's worth, NVOS's CEO spells his name "Mattacchione", not "Mattachione". But he definitely seems to be the guy involved in the Toronto charity scam:

Two companies involved in this buy low – donate high program were Riel 1 and Riel 2. Riel 1 was incorporated on May 15, 2002 as 2011363 Ontario Corp. changing its name to Riel Enterprises Ltd. in September 2004 and again changing to ICC Riel International Inc. in August 2005.
