I only believe what they said at the time was what they truly believed at the time Happy.
NWBO has a long history of extending time lines due to unexpected events or complex tasks like reading a submission take more time than anticipated.
They have learned from this over the years and rarely provide specific target dates so have to believe they believed this date was pretty much a done deal when they told us.
Not sure exactly what happened to delay things.
That's my 2 cents.
