Alright. So, khtomp19 doesn't know that the FHFA amended in 2011 the definition of capital distribution of the FHEFSSA that he provides, through regulation, to include this case of payment of Securities Litigation claims. Just because he has read in #3, "any transaction", which refers to operations in general and he has to spin it to fit his narrative.
We see in the amendment how now in the same #3, it talks about "any payment of any claim/judgment...for damages arising from the retention of an equity security." He doesn't know that he has to click the word "here", when I write: "explained here with all detail". It includes screenshots with the law/regulations.
