Bas, when federal agencies propose new rules (and sometimes policies), they will publish the proposal and request public comments. These public comments are, well, public. They are available on the Agency's website in oder to throw daylight on the rulemaking process. Anyone can submit anything and it will be published on the Internet. It does not represent any official position. That appears to be the case here.
