Wouldn't someone (or something) have to pose an actual threat first (for someone to direct such language at them)?

I have had death threats from keyboard tough guys - but where several of us who were exposing a huge scam - they were going to kill my family and cut my head off. The FBI became involved and they magically disappeared.
