The verbiage on that document is filled with shoulder shrugs and uncertainties.
Allow me to summarize it with nickels instead of quarters.

xyz and began discussing business to "potentially" have a "maximum alloted" 340 million in an assortment of unguaranteed financial credits that require investigations of multiple parties and may still not come to fruition. The estimated timeline of this endeavor is unknown, and the true estimation of what will be granted is undetermined."
Sounds a lot less cool when you get rid of all the quarters, and hersheys kisses sprinkled in. It's the same thing when a company says "Up to $10,000!!" And then hands you a $50 credit lol.
This could take months, if not years and may only be a hundred K in funding. Once again, nothing confirmed and numerous amounts of baited verbiage
Other tickers promised the same stuff with airlines with covid. Still not impressed.
