Thank God an adult is in the room. It fascinates me how people try to dissect and over complicate a sentence as if there is a hidden meaning. I've been here since 2016 and the one thing I've learned: if and when NWBO management provides a date apply a factor (usually 3x). In this instance they provided a date range, I will stick with Oct 13, 11:59:59.999 as the date and time for the submission and PR release.

I refuse to set myself up for disappointment again, and I refuse to get sucked in by pumpers whispering sweet nothings in my ear.
