You know the answer. Conditions met, of course they are done with FERC unless there are changes or additional needs for the project beyond what was originally requested/approved. The more interesting question is if they go a full year under a FERC order and they have not completed the project by the Sept 28th date as an example, but they are in construction mode, what do they do? No idea.
Three years is probably what they should have asked for last year but who knows. I bet FERC wished they had asked for more time years ago instead of this constant annual dance that wastes everyone's time, money and energy.
