Agreed, though that might be gotten through FOIA.

I think the SEC’s fines will never be up to the task and that is by law and design. They were never given the power to make their fines truly prohibitive, I believe. This the problem, a lot of lawmakers are not fully onboard with the regulatory process, which must include enforcement.
