when you think about it, isn't the company playing nice with the shorts. Providing a window for the submission gives them time act. If they had said nothing and suddenly announced the submission or acceptance of their filing, can you imagine the short squeeze that would have resulted.
I think that most shorts will be out by the time an announcement is made.
