I have no idea - but I have always scratched my head at the idea of how a commercial deal could be signed absent reliability data being demonstrated.

The only explanation I think is - we have reliability data for small batches of devices (i.e. as would be under this currently signed deal).

But a new, bigger set is needed for the major roll out program.
