Just so we're clear, that means that the shares can become unrestricted 6 months after being issued, although each individual is limited to selling 2.8M shares per quarter.
The 1% restriction really depends on the number of individuals. If the 230M shares are issued to 10 individuals or less, that's a max of 28M shares in a quarter. But if they are issued to more individuals, or many of the individuals aren't considered an affiliate (executive officer, director, or large shareholder), then that restriction has little impact.
