Yes, that makes sense. The Nasdaq didn't exist till early 1971.

A lot of companies first traded OTC until the mid-1970s and NASDAQ's establishment, because the national exchanges had such high listing standards.



Correct. Walmart was just starting out and why go through the hassle of the NYSE and their requirements.

Nestle has always traded on the OTC and VLVLY used to trade on the NYSE then said screw the double filing and moved to the OTC. When they did the stock took a hit but recovered nicely. Both above are hardly penny stocks.
