Agree too that the mechanics of shorting is at fault, not the fundamental concept of being on either side of a trading or investment thesis.

The shorting mechanism could conceptually easily be fixed to avoid the same share being shorted more than once.

Getting agreement on the implementation and its mandate is another story.
