I agree on the ambiguity, and wondered how others read it.
And regarding what method they'd start with, all along I'd thought it would be with the original method. Perhaps the read, here, is that they are getting closer to being able to employ the Flaskworks system... or... lol... the application submission has taken so long that using the closed method could be closer to the RA decision time.
