How is this situation even possible after data lock?

“The last CRO didn't even give his data to Anavex until December 4th...so I don't think you can honestly claim that Anavex has had all of their data for one full year.”

The data lock couldn’t as I understand it have occurred until all data is in. After data lock TLR typical takes a couple of months because the data is then organised, checked and cleaned.

To me that story just doesn’t add up.
