Yes it does. Now that cowi is fully reporting to the SEC cowi is also required to file a form PRE 14C, DEF 14C to disclose any voting that was done.
Now, cowi did have a vote and did file both the pre 14c and def 14c which also stated what was voted on. Good news is there was no vote to do a RS.
