I've been wondering the same thing... and if you look at the restricted shares once those are unrestricted those can be converted into a $hitload of common which would dilute the 3% even more... so would be nobody to sell shares and cash out to.

Unless its just being used to move money around from company to company by getting bought or sold to 'wholly owned subsidiaries' as Chinese laundering etc.
