No, it sounds like a licensed professional that takes his profession seriously and has personally witnessed some really inferior work that has resulted in the same conclusion. I also read/study the NFPA journal, NEC, as a religion.

Reminds me quickly of a symposium I attended years ago in the SE region of the U.S. at a large university in their theatre. During the lecture my mind spotted a hanging array of lights and other theatrical devices and I took notice of how it was installed. After the lecture, I spoke to a member of their faculty about it, who, instantly called their physical plant folks over to hear my concerns, which they promptly brushed off.
