Only if Citadel and Virtu plan to deliver shares to their clients!! If you're a Citadel client in one of its 43 subs and you unknowingly bought shorted shares and call Citadel for delivery of your certificates to surrender in exchange for the acquiring company's stock they can say "Screw you! AND we don't have em and we ain't buyin em back so SUE US, everyone else is!!!" AND that can apply to third party brokers having sold "order flow" to Citadel !!!
