That's because the shorts have figured out a way to cover without raising the price. The price has been churning for hours and hundreds of thousands of shares without movement. This happens every day. 2 million covered yesterday. Everyone is denial this is happening. And as soon as the price rises enough they will begin shorting again without ever paying a penalty.
