When I say my shares are short, it does not mean I have shorted shares. It means I have held the shares for less than a year and would pay the regular tax rate instead of the capital gains rate.
If I trade long shares (sell long shares, wait until the price drops and buy new shares) I lose the tax advantage for these new shares unless I hold for another 12 months. You are welcome for the tax lesson.
The first step in a pump-and-dump is to buy a block of shares. Then comes the pump. After that point, the shares are dumped.
One can use a short sale with a pump and dump, but that is difficult to do on the OTC.
