What you describe is what regulators and industry have been working towards relentlessly. There is no conspiracy to slow approvals, but there has to be very, very strong evidence that something works before it is approved. Every once in a while something like gleevec comes along and it is approved based on phase 1 human trials - but that is rare and the stars all have to align.

Everyone would like the bench to reveal what works and what doesn't - but only human trials can ultimately tell us. Even now.
