At least on what you provided, there were no newly established regulations for global export licenses put in place that the company raced to accommodate and exploit at the last minute.
The company must have already known about that option for a year or two. Not sure the suggestion is then correct that an “unanticipated” change in regs led to the delays for completing submissions for the MIA and now the MAA.
