Unlikely...but here's an example that has been going on since 2018

Pumping a stock that is not trading seems unlikely.

NPHC NutraPharma a piece of OTC garbage currently charged by SEC in both Federal Criminal Court and Federal Civil Court having OTC Caveat Emptor bouncing between prohibited from sale of common stock to only one Market Maker that will accept public trades, at prohibitive fees, and having a usual daily dollar volume of ~10 cents making it virtually untradeable. This Ticker is never going to survive the litigation, yet despite the unknown whereabouts of the CEO it is still being pumped daily.
