That depends on the definition of SOON.
First of all TC did not say “SOON”!!!

He stated; planning stage. And then when a firm date is found. The company will file the required document and then make an announcement. That could also mean nine months away or sooner or plans can change.

For our sake I hope your interpretation of what he stated is correct.
