I'm pretty sure OTCN, the Seller, knows what GTSM, the Short Sell, won't let them fill him all at once.
He normally takes some, and as soon as he senses enough selling going on, GTSM lowers his Bid. Hoping they will chase him downward.
Time & Sales shows what's happening.
