It is the VERY reason she decided to forego filing the financials she SHOULD have filed, and instead decided to duel it out with Asher! She wanted to get out of the contract that she herself agreed to! And that contract allowed Asher to DUMP SHARES.

If Asher was doing it Illegally? She would've simply filed suit to expose Asher and stop the dumping. She didn't, because the contract specified the conversion being done. Instead, she tried to get out of the contract altogether.
