So, what does the MHRA define as "in process of submitting an MAA"? Most people would interpret preparing an application & having discussions with the MHRA while preparing the said application as "in process of submitting an MAA".

Lol. You think MHRA would be approved if a company perfectly made unapproved (and no submitted/accepted MAA) snake oil or peanut butter and jelly for warts. Your argument is ridiculous.

You don’t prove a commercial MIA by manufacturing bullshit. You have to show you can manufacture an approved or “in the process of being approved” product to get your MIA license granted. Imo.

The question is what “in the process of being approved” means. Or more specifically, when does “the process of being approved” formally start in terms of that paragraph.

Read the first 6 words carefully. The paragraph is talking about companies that are in process of submitting an MAA. It says nothing about companies that are not in process of submitting an MAA.

I hate to say it but I was saying the exact same thing.

I wish I was wrong on this. I wish the MHRA would, could "FORCE" Linda to submit a request for MAA for DCVAXL before her/Toucan's precious Advent can get their most sought MIA. That would mean that not warrant holders/shareholders, not the BOD not MDs not credit suppliers but the MHRA could finally force her to stop the can-kicking. But alas
