What are you talking about , I didn't say anything about oustanding , Authorized Shares (A/S) stay the same unless he retires them . He would need to file to do so , and once retired they are hard to get authorized again GLTA

Reverse stock splits don't affect the number of authorized shares, but a forward stock split issues new stock from the company's authorized shares. When new shares are issued by a company, it adds to the number of outstanding shares and reduces each shareholder's percentage of ownership in the company

So now do you understand how it works the AS stays the same , the amount the shareholders have is reduced making way for more outstanding shares to be available to the CEO to put back in market or dilution. The basic concept of what a R/S does for the shareholder in most cases on the OTC Pink. Simple math
