What type stocks are typically naked shorted on the OTC?

Wildly over valued stocks
Stocks being promoted
Stocks where toxic securities are involved to front run their sales
Stocks with high volume and price swings
Stocks who's CEO is willing to make a deal, only to get screwed again

Not only that but there are very simplistic methods to determine if a stock is being shorted... something the CEO refuses to explore for fear his "manipulation" BS will be exposed

It seems to me, at this share price, selling counterfeit shares would be easier and less (financially) risky than shorting, naked or otherwise. But I don't see how anyone could sell counterfeit shares without eventually generating a Fail-To-Deliver. I follow that report regularly, and I haven't noticed any major fluctuations, just background noise. In the past year, there were ~$2000 worth of ELTP FTD's (~55,000 shares); in other words, nothing more than clerical errors.
