I KNOW what bases are where; I spent 3 months on one of them.

I side with the generals who also know where the bases are and who advised that the risks of downing it over land outweighed whatever they assessed the surveillance risks to be.

I read early on that it was likely that we jammed/scrambled the electronics on the balloon at an early stage of its trajectory.

I expect we'll learn a lot more. I just don't think that the sense of violation will be justified by the reality of the balloon's capabilities.
