I've witnessed this kind of trading first hand numerous times over. N2K touched on it a few weeks back. He's had the same experiences, too.

Normal activity on a great many stocks, OTC & national exchanges

Dont be lured by crazy accusations of manipulation etc

Read up on program trading, algorithms or computer trading etc

Market makers arent standing by staring at ELTPs symbol waiting for an order so they can instantly change their market. Really? lol

Ever see a stock with:

3 high bids at 1.00 and
3 low offers at 1.03

Then a new high bid emerges at 1.01
Suddenly one of the 1.03 offers changes to 1.04

This is the norm these days, not some wild notion of manipulation. The speed of change alone makes that impossible..

Ive done it myself with stocks I wanted to be high bid on up to a limit. As soon as a new bid came in higher than mine, my bid would immediately jump higher than that one.. Enuf
