my point is - if it is truly that serious - you test them all....and impose border restrictions (aka T-42) until the emergency is over. you can't have one nationality getting tested - while that same nationality originating from the same point where the contagion is spreading....who is traveling an alternate route overland and at the same time exposing thousands of other nationalities traveling that same route along the way....but who does not have the same testing restrictions imposed as the person originating directly from china..... and still expect to successfully keep the new variant out. If 300k are coming in along the border each month - and 70% are positive - you are admitting 210k positive cases without any vaccine, quarantine, follow up treatment, etc..... who knows how many variants can result from this massive group that is being ignored by public health officials. its difficult to take the government serious on this issue when they themselves are not behaving seriously about the issue.
