I think that I read in the black Pearl PR that they were going to provide funds for the land.

Land purchase most likely hasn't gone through because the agreement between TPT and BPI is not finalized yet. They've been waiting until next year for tax purposes perhaps?

But TPTW still must acquire the land to close the transaction. No land, no Smart city project. At least that is the way I read it.
