I think the most unnerving part is that the quants are exactly the type of people that have the depth in mathematics to develop brain control/monitoring technology. Did they already eclipse the police?
Employees who snitch maybe felt comfort in the understanding that patents on brain control date back a long way and that it is unlikely that the bank they work for built brain control first. Maybe they began to understand that DARPA lets stuff take place and perhaps they are hunting for sharks at the moment.
There are only so many things you can take action on when you begin to monitor everyone's thoughts.
It becomes easier to be a whistleblower if you genuinely think that worldwide brain monitoring is taking place. Even when someone has a bat mobile that a satellite can't pierce with electromagnetic waves, it still registers as the odd vehicle out when they can pierce all the others.
