No true, you cannot margin NWBO, and at least according to my broker, having no outstanding margin means they cannot loan out shares.

The government needs to regulate that point, if it’s unclear, and make provisions that allow that illegal. My brokerage claims that that is not possible, except if you borrow. But I believe that it’s somewhere vaguely allowed, but not clearly so. Practice versus what they are supposed to do. Ambiguity that keeps regulators thinking they are not borrowing shares to which they are not entitled, which literally creates more risk on their own balance sheets, as well as profit.
