You will not have to sign up. Downs will have to make the meeting code avaliable over the news wires so that he doesn't violate Reg FD. Not that violations of REG FD have ever scared him away in the past.

Many of those private emails he has sent to people with lies in them which were subsequently posted on the message boards have certainly been violations.
