However, your characterization of Dr. Liau’s words is 100% false. There is a video that anyone can view for themselves and the direct link is posted below. She specifically mentions that the FDA is more open to ECAs currently and she referred viewers to Northwest Biotherapeutics for updates on FDA filing.
