The NICE process can be concurrent, that is true. For drugs in the ILAP program they will even insure that.

The NICE process is public, DCVax-L is still suspended since 2018.

EDIT: Often the NICE process drags on as UK bargains for a better price. That is why you often see drugs getting NICE compensation well after approval.
