That is definitely a logical assumption. But as we know a RS really doesn’t effect value. I believe that the notion of dilution is off the table. No way they can enact a corporate action ( RS ) then go to the sec and expect to have a new registration statement approved for the issuance of new stock. And they need some shares trading, thus the actual public float. I believe they have had their numbers set for quite some time.
