Well there were plenty of idiots that didn’t see it and didn’t care. And it included well known VC firms that supposedly did due diligence along with MrWonderful and all his supposed expertise in finance.
Crypto companies didn’t want to be regulated - that was the whole point.
But whether there were regulations or not you can’t say it would have prevented the fraud that took place. Fraud happens with regulated securities every day.
