Quite the simple minded excuse. He was hired to succeed in the EU, with a planned pivot to Ex-US sales, and that has failed to materialize, almost 2 years since the positive opinion. And that's not even accounting for the questionable delays in the CHMP approval process, with the Amarin approval taking about 25% longer than average, despite having gone through the wringer with the FDA.

EU commercialization wouldn't be called easy, but it is also not new. Plenty of other drugs have been commercialized in Europe, so there is a pretty good roadmap to follow, with modifications to fit as appropriate.

I think however the most suspect part is his discussion on the German "take it or leave it approach." I find it insulting that implies that he had prior knowledge of this German negotiating approach, yet only now tells us this, after hiding behind other excuses for years all the while claiming Germany would be the leader and a lynchpin. His very late justification for failing to get the reimbursement desired makes me think he didn't have the knowledge he claimed to.
