Meghan, these cuts are to reduce costs/expenses in areas that have too many people. It is happening for many of the chip makers, Amazon, Meta, Intel, and on and on.
The Chips Act $$$ are primarily for new foundry construction, which are large capital outlays of billions. For chip areas that USA wants to grow in scale to reduce our exposure to foreign countries that are higher risks (china, taiwan...).
