Well ya know sometimes the only thing worse than rules that may not be perfect is no rules at all.

Imagine all the whining when 99% of all public companies are scams.

I mean take our little situation. If there was no precident for non filers exactly how would anyone make a determination of what each company deserves as a penalty?
Now imagine the ability to file an appeal.
Now multiply that by the 100,000+ cases that go by each year and then add into that all the cases that currently would never even be reviewed!

Now multiply that by all the other types of transgressions by companies.

The system would implode in short order.
