IMO the loading zone will start at .0004. Let's see if Metropolitan Electric of New York can get projects completed soon. Work permits are in hand, so they should be able to finish at least one project this year. I think GSFI might also look into ventures (not California) where it's easier to do business than New York. Colorado has a lot of sunshine compared to most states and the economy is great in Colorado.
