Apparently it does count, once Happy Hour expires. You can post 150 times if you like during that hour, along with the other premium benefits.
Seems to me, that when companies offer something for free, whatever terms or rules that apply, are more generous than if the free product or service were not offered at all. If you don't want the free extras, you are not required to participate. Stick to 15 posts for the day and allocate them as you wish.

.....a post is a post and if it is during happy hour it should not count against my daily allotment....show me the rule...

There are no changes to Happy Hour functionality or how "posts today" are tabulated contemplated at this time.
