Wrong, she dismissed the PROCEEDINGS, even put it in all caps. She also found them guilty - "The allegations in the OIP were PROVEN." Again, in all caps. She also noted the company would not likely last long. Then declined to penalize the company which Enforcement is not happy with.

So here we are.
