I dug into this a little while back. It actually does state that Lazarus has started using parts of the facility for storage. The cleanup issue was from a spill on the land, not the refining facilities directly I believe. It's been a while since I looked at it, I can't recall all the specifics. I was under the impression that the possibility to restart the facility remained, as it was not a direct focus of the issue.
