My guess is the only help or government funding will go to large-cap pharma companies ($100B plus). The pharma industry was bought and paid for long ago. Government officials are only stooges that direct the flow of money to big-pharma. It's probably the biggest as-of-yet undisclosed conspiracy in human history.
